District Councillor                             Mr Russell Jackson
Russell's professional background is in Information Technology. Having spent many years working in the City of London, Russel moved to Lincolnshire in 2003 & has lived in Osbournby for the past 10 years with his wife, two children and two dogs. He has been District Councillor for the Osbournby Ward for the past 4 years and is chair of Osbournby Parish Council and has been on the Parish Council for the last 7 years.  Russell is Trustee of the ‘Osbournby Relief in Need’ charity and still managing the Osbournby digital church tower clock and bells. Russell established the Osbournby Digital Hub over six years ago and it’s still going strong (a partnership with NKDC) & is held once a week when anyone can come in, connect to the internet and ask questions or seek help & it's free!

Parish Clerk :                                    Mrs Shelagh McIntyre. F.I.L.C.M.      LALC CLERK OF THE YEAR 2023
Shelagh keeps us well and truly in order & is absolutely the reason for Swaton PC being a Quality Council - she works tirelessly to ensure we do our best for the village.   Shelagh is the Lincolnshire Mentoring Officer for junior Clerks in the County, through the Society of Local Council Clerks, of which she is the Chairman. She has the Accreditation qualification for Clerks and has led Swaton, Helpringham, Ancaster and Cranwell Councils to achieve Quality Status.  Shelagh is a retired Lincolnshire Police Officer and during the past 25 years has been the Clerk for the above Parishes, plus Town Clerk for Sleaford Town Council.

Chairman:                                             Councillor Mr Alan Wilson
Elected in 2015, Alan was initially responsible for the planning & layout of the new play area. In 2019 when the past Chairman stood down Alan took over the post as well as retaining responsibility for maintenance of the park. Alan is also responsible for Road and Path lighting. Vice Chair:                                            Councillor Mrs Elaine Penketh
Elected in 2015, Elaine is our Vice Chair. She is responsible for Police Liaison / Community Speed Watch, Speeding Issues and Anti-Social Behaviour as well as the development and maintenance of Swaton PC's website. Elaine also has the responsibility for Grants & Funding Applications having raised the funds for Swaton’s play area equipment.

Responsible Financial Officer:             Councillor Mrs Judy Patrick
Elected in 2018, Judy came on board using her previous experience for the implementation of GDPR.  In May 2022 Judy took over the responsibility for Financial Reporting as our RFO.

Mr Chris Richardson - Advisor re Flooding Issues.  Chris is a local farmer who has been part of Swaton Parish Council in various roles including Vice Chair and RFO for over 22 years. Having decided to step way, Chris resigned in July 2023 but has remained as a Co-Opted advisor as and when necessary in regards to flooding issues.
