Russell's professional background is in Information Technology. Having spent many years working in the City of London, Russel moved to Lincolnshire in 2003 & has lived in Osbournby for the past 10 years with his wife, two children and two dogs. He has been District Councillor for the Osbournby Ward for the past 4 years and is Chair of Osbournby Parish Council and has been on the Parish Council for the last 7 years. Russell is Trustee of the ‘Osbournby Relief in Need’ charity and still managing the Osbournby digital church tower clock and bells. Russell established the Osbournby Digital Hub over six years ago and it’s still going strong (a partnership with NKDC) & is held once a week when anyone can come in, connect to the internet and ask questions or seek help & it's free! Parish Clerk : Mrs Shelagh McIntyre. F.I.L.C.M. LALC Clerk of the Year 2023
Shelagh keeps us well and truly in order & is absolutely the reason for Swaton PC being a Quality Council - she has worked tirelessly with Swaton PC over the past 20+ years ensuring we do our best for the village. Shelagh is the County's Mentoring Officer through the Clerk's organisation, the S.L.C.C of which she is the Chairman. She is a retired Lincolnshire Police Officer and for more than 25 years has been a Clerk for various Councils including Sleaford Town Council, Cranwell & Byard's Leap, Wilsford, Helpringham and Ancaster. Shelagh has the Accreditation Qualification for Clerks and has led Swaton, Ancaster and Cranwell Councils to achieve Quality Status. Shelagh is the County's Mentoring Officer through the Clerk's organisation, the S.L.C.C., of which she is the Chairman. Chairman: Councillor Mr Alan Wilson
Alan is a qualified engineer whose skills are often utilised within the village, more specifically in the maintence of our well-established children's park. Alan was elected to Swaton PC in the 2015 local elections, initially responsible for the planning & layout of the new play area. In 2019, when the past Chairman stood down, Alan took over the post and in combination with his chairman’s role he has retained the responsibility for the development and maintenance of our park. Vice Chair: Mrs Elaine Penketh
Elaine's career spanned nearly 30 years in the Recruitment & Staffing industry developing business in the UK and internationally including Asia and the Middle East and spent time living in Singapore and Australia before retiring to Lincolnshire in 2012. Elaine was elected to Swaton PC in the 2015 local elections and has been Vice-Chair since 2019. She has responsibility for Grants & Funding having successfully raised the finances for Swaton’s play area equipment and more recently a second village defib. Elaine is also responsible for the development and maintenance of Swaton’s Council website and the monthly PC Surgery Elaine is also a contact on the Anglian Water Reservoir Liaison Group. Responsible Financial Officer: Mrs Judy Patrick

Councillor Mr Charles Campion
Elected in 2018, Charles is our expert on Planning and Open Spaces having self-built a number of houses including two in Swaton, one of which is an award-winning eco-house so his experience in development is a useful commodity to the PC. Charles is a local school governor and has a working background in the International oil market. Charles is also the Village Grass Maintenance Coordinator assisting with the upkeep of Swaton's public and play areas and is Chairman of the Anglian Water Reservoir Liaison Group. Councillor : Mr Joff Parsons
Co-opted to the Parish Council in 2024, Joff had already made his presence well known in the village by successfully battling the issues we’ve had with poor internet service and navigating Swaton to a Full Fibre provision. An amateur cyclist and climber, Joff is a qualified CFO with a background in the electronic recycling industry and has responsibility for Road and Pathway Lighting and Footpaths and Bridleways. Councillor Mr Duncan Andrews
Duncan has been a Head of IT for over 20 years in real estate, student housing and renewable sectors. He moved to Swaton in September 2022. Duncan was co-opted on to the PC in May 2024 and is responsible for Police Liaison, Speeding and ASB as well as Tidy Village and Litter Picking management. A Swaton Farmer and long-term Councillor, Chris retired from Swaton Council in 2023 after 22 years of service but has retained responsibility for liaison with The Environment Agency and other authorities including Black Sluice and is our expert on Flooding issues reporting to the PC as and when necessary.
