PC Meeting January 2019

MINUTES OF THE PARISH COUNCIL MEETING  -  HELD ON TUESDAY January 15th 2019 AT 7.45PM IN THE VILLAGE HUT.

PUBLIC FORUM, 7.30pm.  No members of the public were present.

Cllr Mrs Murphy-Mann had sent a note to say she had reported potholes which appeared between the village and the A52 – these have been repaired. She also reported fly tipping of tyres between the village and Thorpe Latimer.

The Chairman opened the meeting at 7.35pm.

PRESENT: Cllr A Deptford (Chairman) Cllrs Mrs E Penketh, A Wilson, C Richardson, and village representatives Mrs J Patrick, C Campion, and the Clerk, Mrs S McIntyre

APOLOGIES FOR ABSENCE.  Cllr Mrs Murphy-Mann

DECLARATIONS OF INTEREST/DISPENSATIONS.  Block exemption granted by the Clerk for matters in connection with the Swaton Play area and also the Precept.

SIGNING OF THE MINUTES - Clerks’ Notes from the meeting of Nov 20thth, 2018. Cllr Richardson proposed and Cllr Mrs Penketh seconded that these be approved as a true record. All agreed, the Resolution was passed, the Chairman signed the Minutes.

COUNTY/DISTRICT/POLICE MATTERS.  No representatives present. The Clerk was asked to write to the Police Sector Inspector and to the C/Cllr expressing disappointment at the lack of attendance and requesting written reports/updates.

PLAY AREA UPDATE. Block Dispensation. Cllr Mrs Penketh has submitted a grant application to the Co-op. An application to Greggs was unsuccessful. Cllr Wilson provided details of the proposed goal posts and fencing and some options were discussed. It was agreed to issue a cheque for the purchase of the goal nets. A Bicker Wind Trust plaque has been placed on the youth shelter.

COMMUNITY SPEEDWATCH.  Cllr Mrs Penketh said some of the Speedwatch signs were in place. There was a discussion about where to place the remaining ones. One of the S.I.D. may be faulty or need recalibrating – Cllr Mrs Penketh will make further enquiries.

FINANCE –
Internal Auditor.  Cllr Deptford spoke to Mr Bill Marshall who has agreed to be the Internal Auditor for the Parish Council. The Statement of Assurance has been agreed and signed.
Budget 2019/20. Details of precept received. No direct grant to be paid. Details were discussed. Potential costs of future contested and/or uncontested elections were noted. It was proposed by Cllr Mrs Penketh and seconded by Cllr Deptford that a precept of £2500 be requested which will result in an increase of 8p for a Band D property. All agreed, the Resolution was passed.
Monthly report from RFO had been circulated and explained. It was proposed by Cllr Richardson, and seconded by Cllr Wilson that the report be accepted, and the below BACS payments and cheque approved.  All agreed, the resolution was passed.

CLERK’s REPORT AND UPDATES.
SE Lincs Local Plan. E mail of 30/11 received – further 6 week consultation – noted.
I.C.O. LALC’S advice is for all Councils of whatever size to sign up. There was a discussion about the benefit(s) (if any) of signing up. The I.C.O. website is not very clear as to how information should be audited and kept. The Clerk to try and clarify the benefit(s). It was proposed by Cllr Deptford and seconded by Cllr Wilson that until there was more clarification, then the Council should not sign up at this time. 2 abstentions, the Resolution was carried.
Code of Conduct . E mail of 23/11 circulated. NKDC is looking at revising the code.
Increase in Councillors. E mail 23/12. Next step in the Community Governance review – notice displayed. This should now result in Swaton having 7 Councillors for the May elections.
Join the Dots event Tues 29th Jan 9.30am – 2pm at Wilsford VH. Cllr Mrs Penketh is attending.
Invitation: WPD’s Annual Stakeholder Workshops – Feb 2019.
Buckingham Palace Garden Party invitation.  This had been circulated and noted.
Parish Elections. Initial information is starting to be circulated about the forthcoming District and Parish elections. The nomination period will start on Thursday March 14th and end on Wed April 3rd at 4pm. Nomination packs will be available. All NKDC voters will be required to produce ID. Prospective Councillor Briefing – Wed March 6th at NKDC Council Chamber, 6.30pm – Mrs Patrick and Mr Campion to attend.

LALC NEWS and TRAINING. 

LALC NEWS - circulated. Training events noted. The Clerk, Cllrs Wilson and Mrs Penketh to attend Chairman and Clerk event at Great Hale VH on Thursday Feb 28th 10.00 – 16.00. Cllr Mrs Murphy-Mann to attend Health and Safety/Fire Safety Awareness at N Kyme VH on Wed May 1st 10.00-16.00.

PLANNING:   18/0765/FUL.  Permission refused by NKDC.

URGENT MATTERS FOR DISCUSSION.   Agenda in March – GDPR – or final approval. Also LALC annual training scheme (£65 for 12 months from April 1st).
