PC Meeting Minutes & Agenda - Sept 2022
MINUTES FROM THE PARISH COUNCIL MEETING (Agenda below) HELD ON Sept 27th 2022
PRESENT: Councillors A Wilson, (Chairman), Cllrs Mrs Penketh, Mrs Patrick, C Richardson, C Campion, Mrs Farley, D/Cllr Jackson and the Parish Clerk, Mrs S. McIntyre. Five members of the public were present.
APOLOGIES FOR ABSENCE. Cllr Eaves – his apology and reason was accepted.
DECLARATIONS OF INTEREST. There were none.
MINUTES OF MEETING, July 19th 2022. It was proposed by Cllr Campion and seconded by Cllr Mrs Patrick that these be accepted as Minutes. Resolution passed. They were signed by the Chairman.
REPORTS FROM VISITING REPRESENTATIVE(S). C/Cllr Key was unable to attend. D/Cllr Jackson submitted a report prior to the meeting, which was noted.
PLAY AREA.
Signage. Cllr Mrs Penketh said that a recent grant application had been approved. Some equipment and the signage will be purchased subject to specified conditions.
Possible future grants. It is difficult obtaining a grant for maintenance and inspections. There was a discussion about potential future funding.
Play area Inspection. It was proposed by Cllr Richardson and seconded by Cllr Mrs Penketh that the annual inspection be arranged through Wicksteed. Resolution passed.
HM The QUEEN’S PLATINUM JUBILEE. A breakdown of expenditure for the event had been circulated. This showed that not all the PC’s funding had been spent. It was proposed by Cllr Mrs Farley and seconded by Cllr Campion that the surplus be refunded to the PC. Resolution passed.
DOG MESS WITHIN THE VILLAGE. Various ideas and comments from other Councils had been circulated prior to the meeting.
Meeting closed 8.27pm. Members of the public spoke about this matter.
Meeting re-opened 8.30pm.
It was agreed that enforcement is difficult. Education could be the best way forward. Councillors will look at various types of creative signage.
BROADBAND. Cllr Wilson had circulated updates prior to the meeting. The area now qualifies for a Government voucher for improved Broadband. Negotiations with Open Reach are continuing.
FUTURE PROJECTS. Some ideas were put forward; Emergency Repairs/maintenance for the playpark; Coronation Event funding; PC Notice Board; Planters – maintenance and expansion.
Cllr Richardson proposed and Cllr Campion seconded that the village should be canvassed, ideas put together with costings for the November meeting. Resolution passed.
CODE OF CONDUCT. Information had been circulated before the meeting. It was proposed by Cllr Mrs Penketh and seconded by Cllr Mrs Farley that the PC adopts the NKDC of Conduct. Resolution passed. The Clerk reminded Councillors to complete and return their new Registers of Interest and the Declaration of Acceptance as soon as possible.
LITTER PICKING. It was proposed by Cllr Campion and seconded by Cllr Mrs Penketh that the PC agrees to the Service Level Agreement with NKDC for a Litter Picking grant for 2022/23. An Annual Report and invoice will be submitted. Resolution passed. The current litter picker is happy to continue with his duties.
ALLOTMENTS. Comments from the Public Session were noted. It was noted that the tenants were happy with the current agreements.

The Parish Council asked that, at any time in the future, the Parish Council be informed if a tenant wished to give up an allotment.
ITEMS FROM CLLR RICHARDSON
Swaton Flooding update and Lincs Reservoir scheme. Cllr Richardson said the flood alleviation scheme has re-started, expected completion at the end of this year.
Reservoir scheme. Cllr Richardson had spoken in the public speaking session. He said over 100 sites had been narrowed down to the Swaton site. This was “leaked” prior to the official news and the start of the consultation – set for mid October . There was discussion about accessing free legal/planning advice; organising a pubic meeting with appropriate representative(s), and publishing on the PC website information which can be made public.
Inconsiderate Parking, particularly West End. It was agreed that enforcement was very difficult. Some parking, although inconsiderate and awkward, was not actually illegal. There were also some other Highways issues.
The Clerk was asked to arrange a meeting with an LC Highways representative to discuss there.
FINANCE.
Monthly report from RFO who explained the previously circulated report. It was proposed by Cllr Mrs Farley and seconded by Cllr Wilson that the report be accepted as a true record, Clerk’s expenses of £23 be paid. Agreed, the Resolution was passed.
Banking – Cllr Mrs Patrick reported. It was clarified that Cllr Mrs Penketh and Campion be added as signatories and that Cllr Mrs Patrick be named as Principle contact
External Auditor Agreement. It was agreed that the PC would remain in the audit scheme covered by the External Auditors, and would not Opt Out.
Banking. The Bank submitted a Resolution to be agreed. It was proposed by Cllr Mrs Farley and seconded by Cllr Richardson that:
If we add or remove Authorised Signatories in the “add or remove individuals” section of this form, the Bank will update our mandate accordingly for the accounts we specify in this form’s “About your business” section.
If we change the Signing Rules in the “Account Signing Rules” section of this form, the Bank will update our mandate accordingly for the accounts we specify in this form’s “About your Business” section.
The Bank can phone the individuals we’ve identified as “Call Back Contacts” to confirm or correct any instructions or information that we’ve given the Bank.
And the current mandate will continue as amended.
PLANNING MATTERS. Application 22/1351/TPO for work to trees subject to a TPO at Church Lea, High Street. The PC had “No Comments”.
CLERK’s REPORT.
LALC bulletins circulated.
Community Safety Charter. Cllr Mrs Farley circulated and explained the outline. She will circulate further information with a view to signing up to the Agreement in the November meeting.
Heckington Solar Park. Consultation closed Sept 1st.
LIVES event – details circulated.
Civility and Respect Pledge.

DOG MESS WITHIN THE VILLAGE.
Members of the public have complained about dog mess being left around the village. The Clerk circulated reports from various councils as to how they dealt with the problem.
BROADBAND. Open Reach update on FTTP High Speed Broadband. Any update on arranging a discussion with Open Reach.
FUTURE PROJECTS. Initiatives the council might progress in the village, for the benefit of residents. Possible costings and projects from discussions between meetings as per July meeting.
CODE OF CONDUCT.
The PC to consider adopting the new LGA Code of Conduct. Appropriate e mails circulated outlining the Code and Briefing Sessions. Cllrs to note and examine these with a view to adopting in September.
LITTER PICKING. Service Level Agreement (circulated) Does the PC wish to continue with the agreement. Annual report for 2022 to be prepared and submitted to NKDC by Oct 3rd.
