PC Meeting Minutes & Agenda - Jan 2022

PRESENT: Councillors A Wilson, (Chairman), Mrs Patrick, Mrs Penketh, Mr A Deptford, C Campion, C Richardson, C/Cllr A Key and the Parish Clerk, Mrs S. McIntyre.

A public speaking session before the meeting discussed possible Platinum Jubilee event(s) and a possible financial contribution from the Parish Council.

APOLOGIES FOR ABSENCE. Cllr Mrs Parsons.  Her apology and the reason for it  was accepted.

DECLARATIONS OF INTEREST.  There were none. It was noted there is a Block Dispensation in force for Item 7 – Budget/Precept.

MINUTES. Minutes from the meeting on Nov 19th, 2021. It was proposed by Cllr Mrs Penketh and seconded by Cllr Richardson, that these be approved. Resolution passed. The Chairman signed the Minutes.

REPORTS FROM VISITING REPRESENTATIVE(S).  
C/Cllr Key said a site meeting with Rowan Smith had been very useful. LCC is fighting to get Government funds restored – Fix Our Funds to Fix our Roads. An imposed 25% cut (£12.3m) was made up by Reserves, but this cannot continue and essential road maintenance will suffer. A poster about this campaign will be displayed.

Cllr Key sits on the Public Protection Scrutiny Panel and the Adults Scrutiny Panel.

Site meeting with Highways Manager.  Cllr Wilson said the site meeting was effective. Pot holes and damaged cats’ eyes were reported. A depth of 40mm or more for potholes triggers a repair. Some future maintenance was discussed.  C/Cllr Key said such site meetings will be continued.
7.50pm C/Cllr Key left the meeting.

PLAY AREA.
Cllr Wilson had circulated a proposed H&S sign for the Play Park. It was agreed to create a specific contact e mail address to display on the notice. After discussion it was proposed by Cllr Mrs Penketh and seconded by Cllr Campion to allocate £200 for the sign and post(s). All agreed, the Resolution was passed. Cllr Wilson will finalise the design.
Cllr Mrs Penketh is making enquiries for some astro-turf for some repairs. Cllr Wilson is trying to persuade a mole in the Play Park to re-locate. The mole is ahead on points.

QUEEN’s PLATINUM JUBILEE.
Message from Lord Lieutenant of Lincolnshire.  This was circulated and noted.
Should the PC support any village celebrations? Councillors noted the comments from the Public Speaking session. However, it was Resolved at 8.10pm to close the meeting for further discussion.
8.18pm the meeting re-opened.It was summarised that organisations within the village should form a unique committee to organise an appropriate Jubilee Event.Cllrs Wilson and Mrs Penketh will represent the Parish Council. A possible memento for village children could also be discussed.
It was proposed by Cllr Deptford and seconded by Cllr Richardson that £500 be budgeted in 2022/3 to help support any appropriate Jubilee event.

FINANCE.
Monthly report from RFO, including BACS payments. The RFO explained the previously   circulated monthly report. It was proposed by Cllr Campion and seconded by Cllr Richardson  that the report be accepted as a true record, and that the payments should be made. Agreed, the Resolution was passed. Outstanding invoices to be paid: Clerk’s Dec/Jan expenses £23.00.  LALC/SLCC Training Day £18.00 . All agreed, the Resolution was passed.
Budget 2022/3. After some discussion it was proposed by Cllr Campion and seconded by Cllr Richardson that a Precept of £2250.00 be requested.  All agreed, the Resolution was passed. This will mean a £15.42% or £5.94p decrease for Band D properties.
R.F.O. Update on change of R.F.O. Cllr Mrs Patrick reported on the change of R.F.O. After discussion, it was proposed by Cllr Deptford and seconded by Cllr Richardson that the Nat West online forms should be completed to update Swaton Parish Council’s bank mandate to add Cllr Mrs Penketh and Cllr Wilson as signatories. Also to add Cllr Mrs Patrick as a NW Banking on-line user with full on-line banking access. All agreed, the Resolution was passed.

PLANNING:   There was nothing to report.

L.C.C. Council Tax Proposals.
News NK – circulated.
Citizens’ Advice – Migrant Workers’ Helpline.
Live and Local – Community Engagement Officer advertised.

There being no further business, the meeting was closed at 8.50pm.
