PC Meeting Minutes & Agenda - March 2022

PRESENT: Councillors A Wilson, (Chairman), Mrs Patrick, Mrs Penketh, Mrs G Parsons, Mr A Deptford, C Campion, C Richardson, and the Parish Clerk, Mrs S. McIntyre.

APOLOGIES FOR ABSENCE. There were none.

DECLARATIONS OF INTEREST.  Block dispensation for Playpark matters.

MINUTES. Minutes from the meeting on Jan 25th, 2022. It was proposed by Cllr Mrs Penketh and seconded by Cllr Mrs Parsons, that these be approved. Resolution passed. The Chairman signed the Minutes.

REPORTS FROM VISITING REPRESENTATIVE(S).  C/Cllr A Key and D/Cllr Jackson sent their apologies. Cllr Jackson submitted a report which is attached to these Minutes.

Highways Repairs.  No issues to report to this meeting.

LCH Grass cutting agreement. It had been previously Resolved to enter into this agreement.  The Chairman signed the Agreement document.

PLAY AREA.
Cllr Wilson reported no progress with the signage. Arrangements have been made for some Astro Turf. A fault in the see saw has been repaired and some minor finishing work is to be carried out. The spring bulbs planted last year are coming through well.

HM the QUEEN’s PLATINUM JUBILEE. The schools are presenting a memento to pupils. An idea of a beacon is being discussed in the village along with other ideas. The main event is to be based around a fete on the Saturday between the Hut and the Play park.

FINANCE.
Monthly report from RFO, including BACS payments. The RFO explained the previously   circulated monthly report. It was proposed by Cllr Campion and seconded by Cllr Richardson  that the report be accepted as a true record, and that the LALC annual membership be paid. Agreed, the Resolution was passed. Outstanding invoices to be paid: Clerk’s Feb/March expenses £23.00. LALC membership £76.36 due April 1st.  
Litter Picking – grant received.
R.F.O. Update on change of R.F.O. Cllrs Mrs Patrick and Deptford said that there was progress with the bank. Cllr Mrs Patrick had made a formal complaint and this seemed to have prompted direct contact and progress.
Internal Auditor.  Cllr Deptford agreed to contact the current Internal Auditor, if he is willing to continue then the appointment will be resolved in the May meeting.
Resolution to go into closed session.  Proposed Cllr Richardson, seconded by Cllr Mrs Penketh.
Clerk’s Salary. It was proposed be Cllr Deptford and seconded by Cllr Richardson that the Clerk’s salary is increased as from April 1st at the recommended national rate for the agreed pay scale 17. The hours per month to be increased from 10 hours to 11 hours. 12 months back pay to be added on a monthly basis over 12 months.  The Resolution was passed.
Resolution to end the closed session. Proposed by Cllr Campion and seconded by Cllr Mrs Parsons.       

PLANNING:   There was nothing to report.

CLERK’s REPORT.
LALC e news – bulletins circulated
LALC – Annual Training scheme. It was agreed not to join the scheme.
Parliamentary boundaries. Update on proposed changes, circulated. Noted.
Sleaford Renewable Energy Plant. Grant aid and tour details circulated. Cllr Wilson is available for the April date – the Clerk to notify.
Aveland Jubilee Project. Details circulated. No interest.

There being no further business, the meeting was closed at 8.50pm.
