PC Meeting Sept 2020 Minutes and Agenda

PRESENT: Councillors A Wilson, (Chairman), A Deptford, Mrs E Penketh, Mrs J Patrick, C Campion, Mrs G Parsons, D/Cllr Jackson and the Parish Clerk, Mrs S. McIntyre.

1.   APOLOGIES FOR ABSENCE.

Cllr C Richardson. His absence was accepted.

2.   MINUTES.

Minutes from the Zoom meeting on July 14th 2020. It was proposed by Cllr Deptford and seconded by Cllr Wilson that these be approved. Resolution passed. To be signed when appropriate.

3.   DISTRICT COUNCILLOR.    

D/Cllr Jackson said young residents have been tasked with designing a ‘Dog Fouling’ poster – the winning poster will be available for download from NKDC website and Clerks will receive a copy.

There is nothing in the pipeline for creating a Unitary Authority.

The ‘Heart of Sleaford’ project has suffered a blow as the company which was going to fund a cinema has withdrawn due to Covid. 

The purple bins for clean paper and card, trialled successfully in some areas is being rolled out over time across the rest of NKDC.

4. PLAY PARK.

Update on fencing.  Annual Inspection carried out. Some minor comments were noted. A company label will be chased up. Gravel boards are still to be installed an some anti-vegetation matting. The remaining work will be divided into small sessions and volunteers will be organised each time.

The park is looking good and is well used by locals and people from outside.

Anti Social Behaviour. Bad language has been reported to the PCSO who patrols when in the area. Some dogs were found off their lead with park users. The No Dogs’ ruling was explained.

Grass cutting. The 4 person rota is working well.  Cllr Campion will monitor the park during the winter, and the regular cutting will resume in March.

Hedging. The hedging along the north side of the park needs trimming. The Clerk was asked to write to the farmer.

5.  LITTER PICKER.  

Annual report submitted to NKDC together with request for this year’s funding. Name of new Litter Picker also notified.

6. HIGHWAYS.

Zoom meeting held with C/Cllr Young, re LCC policies and procedures. A report outlining problems and priorities compiled by Cllr Wilson was submitted to him by the agreed deadline.  Some road markings have appeared and Cllr Wilson agreed to report any progress to C/Cllr Young.

7.  FINANCE.

Monthly report from RFO, including BACS payments. The RFO explained the previously   circulated monthly report. It was proposed by Cllr Mrs Patrick and seconded by Cllr Mrs Parsons that the report and payments be accepted as a true record. Agreed, the Resolution was passed.

8.  PLANNING:  

20/0157/RESM. Revised house design, North Drove. Application approved by NKKDC.

9.  DATE OF NEXT MEETING .

Tuesday November 17th 7pm. This will be subject to guidelines applicable at the time.

The Chairman closed the meeting at 7.35pm.
