PC Meeting Minutes & Agenda - Nov 2021
PRESENT: Councillors A Wilson, (Chairman), Mrs Penketh, Mrs Patrick, A Deptford, Mrs Parsons, C Campion, C Richardson, C/Cllr A Key and the Parish Clerk, Mrs S. McIntyre.
APOLOGIES FOR ABSENCE. There were none.
DECLARATIONS OF INTEREST. There were none.
MINUTES. Minutes from the meeting on Sept 21st, 2021. It was proposed by Cllr Campion and seconded by Cllr Deptford, that these be approved. Resolution passed. The Chairman signed the Minutes.
REPORTS FROM VISITING REPRESENTATIVE(S).
C/Cllr Key said the Emergency Services sometimes have problems in rural areas finding addresses, especially where there are no street numbers. He encouraged the use of what3words , which the Services use. The new date for the meeting with the Highways Manager is Monday November 29th at 12md. He said these meetings do seem to work, with positive results from similar ones. The proposed Solar Park at Heckington will have to go to consultation, then to the Secretary of State. The general LCC policy is not to support on-shore wind turbines.
C/Cllr Key left the meeting 7.40pm.
D/Cllr Jackson submitted a report. He gave links to a Grantham Hospital consultation. He gave a link for a Council Tax scheme. He said tickets were on sale for the NKDC lottery. He gave links for the proposed Heckington Fen Solar Energy Development. An electoral Review will mean that from 2023 Swaton will not be included with Wilsford, Kelby and Culverthorpe, but be with Helpringham. He gave details of recent by-elections within NKDC. NKDC meetings now have live streaming and he has been talking to Openreach about fibre broadband.

PLAY AREA.
The unaccompanied Wicksteed inspection took place today.
Play park signage. No progress to date.
T.P.O enquiries. No evidence of T.P. Orders in the play park.
Working Party update. A very good day meant the gravel boards were placed; bulbs were planted in various areas within the park; wooden equipment was treated. The Chairman thanked everyone for their help. He is looking for oddments of astroturf to complete a project.
LITTER PICKING
Litter picking report. A litter picking report was submitted It was proposed by Cllr Deptford and seconded by Cllr Campion that this be accepted and submitted to NKDC. All agreed, the Resolution was passed.
New Litter Picker. It was proposed by Cllr Mrs Patrick and seconded by Cllr Mrs Penketh that Robert Brown be appointed as the new litter picker. All agreed, the Resolution was passed.
FLOOD ALLEVIATION SCHEME.
Cllr Richardson said work has started to excavate ponds at the brick pits and other locations, hopefully to be completed by the end of the month. Then there will then be a restriction of the flow so any overflow goes into the ponds. Completion early next year. He explained a recent document has shown possible sites for a new reservoir to serve the south of England. One site is close to Swaton. The timescale may be 2025 onwards. Once a site has been chosen, there will be a public consultation. A 50 page document can be found on the Anglian Water.co.uk website, search for South Lincolnshire Reservoir. The Parish Council has no further details at this time.
FINANCE.
Monthly report from RFO, including BACS payments. The RFO explained the previously circulated monthly report. It was proposed by Cllr Mrs Penketh and seconded by Cllr Mrs Patrick that the report be accepted as a true record, and that the payments should be made. Agreed, the Resolution was passed. Outstanding invoices to be paid: Clerk’s Oct/Nov expenses £23.00, also to Cllr Wilson, £68.37 plus VAT for the purchase of bulbs. All agreed, the Resolution was passed.
R.F.O. Cllr Deptford is standing down, and Cllr Mrs Patrick is progressing information needed to transfer the banking.
Budget 2022/3. The R.F.O. submitted a preliminary budget plan for 2022/23. He recommended reducing the precept next year. There was a discussion, and further enquiries will be made in the village to see if any future projects may need financial support. The final budget and precept will be Resolved in the January meeting.

L.C.C. Salt Bags. Details circulated.
P.C.C. Policing Precept Survey – circulated.
L.C.C. Grass cutting. It was agreed that the Parish Council will continue with the Highway Verge cutting scheme for 2022. In view of the timescale, the Clerk will notify L.C.C. To be formally Resolved in the January meeting.

It was proposed by Cllr Mrs Penketh and seconded by Cllr Mrs Parsons that the following list of dates be agreed:
Tuesday January 25th, March 15th, May 17th – Annual Parish Meeting, followed by the Annual Meeting of the P.C.
July 19th, Sept 20th, Nov 22nd
