PC Meeting Minutes and Agenda - 19th Jan 2021
PRESENT: Councillors A Wilson, (Chairman), Cllrs Mrs, Penketh, Mrs Parsons, Mrs Patrick, Deptford, Campion, D/Cllr Jackson and the Parish Clerk, Mrs S. McIntyre.
APOLOGIES FOR ABSENCE. Cllr Richardson. His apology was accepted.
DECLARATIONS OF INTEREST. Item 10, Planning – Cllr Campion.
MINUTES. Minutes from the Zoom meeting on Nov 17th 2020. It was proposed by Cllr Mrs Patrick and seconded by Cllr Mrs Penketh that these be approved. Resolution passed. To be signed when appropriate.
REPORTS FROM VISITING REPRESENTATIVE(S). D/Cllr Jackson said that the District Council boundary review has made no change to Swaton’s boundaries or District representation. He said Covid Safety Ambassadors will be in Sleaford advising on staying safe. He summarised the current situation with Covid vaccination centres. No centre for Sleaford as yet. No other representatives were present. PCSO Welby Everard now covers Grantham, PCSO’s Colin Ironmonger and Nic Wollerton have taken over this area
PLAY PARK. No updates. It was agreed this need not be an automatic agenda item.
HIGHWAYS. There had been little progress on recently reported problems, and no response from C/Cllr Young as to whether the PC should still report problems to him. The Clerk to contact LCC to see what the current reporting channels are.
LCC Parish Agreement Scheme 2021/22. It was agreed via e mails to agree this. Proposed by Cllr Deptford and seconded by Cllr Wilson that the decision is ratified. Resolution passed.
DAFFODILS. Hopefully these have been planted, they were passed over to those requesting them. The Clerk was asked to write thanking the parishioner.
BROADBAND. There was a discussion about an Open Reach correspondence regarding improving broadband speeds to some Swaton properties. Many are struggling with working and schooling from home. Systems, options and speeds were discussed. The Chairman will collate the views about various options being investigated by Mr Parsons. Cllr Deptford said that in the past Cllr Mrs Penketh had spend a lot of time and effort on trying to resolve the problems and that it would make sense if she should be updated and liaise with all involved to pass on everything learned to date. The Chairman suggested the Chairman of Helpringham should be contacted. D/Cllr Jackson and Cllr Campion also wished to be involved. The Chairman will keep the PC informed as to discussions and any outcomes.
FINANCE.
Monthly report from RFO, including BACS payments. The RFO explained the previously circulated monthly report. It was proposed by Cllr Mrs Parsons and seconded by Cllr Mrs Penketh that the report be accepted as a true record, and that the payments should be made. Agreed, the Resolution was passed.
Budget 2021/22. The November meeting suggested that a Precept of £2500 to be requested. The Clerk had circulated details of the reduction in Council Tax based on this figure. There is no grant now from the District Council. It was proposed by Cllr Mrs Patrick and seconded by Cllr Mrs Parsons that £2500 be requested.
PLANNING:
20/1222/FUL. Erection of 2 storey dwelling and detached garage at Orchard House, Parson’s Drove. Minor amendments – no comments needed. D/Cllr Jackson said this is to be decided by the Planning Committee.
FLOODING. Recent floods were noted and numerous current flood warnings for Storm Christoph have been received. Relevant links have been placed on the web site.
CLERK’s REPORT.
PCC Annual Report. Including offer to ‘attend’ virtual meetings. Circulated.
LALC. County News 174 circulated.
NKDC. Electoral Review – final report, circulated. No change for Swaton.
LALC. Survey, deadline Feb 26th. Circulated. Clerks and Councillors were asked to complete as individuals. . DATE OF NEXT MEETING . Tuesday March 16th 2021 7.30 pm. This will be subject to guidelines applicable at the time. It was proposed by Cllr Wilson and seconded by Cllr Deptford that the starting time for this meeting be changed to 7.30pm. Resolution passed.
Future Meetings: 7.30pm via Zoom. May 18th. Annual Meeting of Parish Council. Annual Parish Meeting – subject to guidelines & possible postponment to the July meeting.
July Tuesday 20th. September 21st and November 16th.
There being no further business, the meeting was closed at 8.05pm.

LCC Parish Agreement Scheme – Ratify the December E Decision to continue the scheme for 2021/22.
DAFFODILS. Daffodil bulbs purchased, passed to parishioners for planting.
BROADBAND. OpenReach proposals for part of the village circulated. Is the PC to be involved or are Cllrs getting involved as individual residents?
